Main Hubs for Exports and Imports of Fertilizers in Romania - Ports terminal DEMO analysis

1. Romanian Ports
1.1. Moldova Veche Port
A. Capacity
The Moldova Veche Port is a Danube Port located in the Caras Severin county. It has the surface of approximately 32,000 sqm. The Port’s authority is the National Company of River Danube Ports Administration Giurgiu - Compania Nationala Administratia Porturilor Dunarii Fluviale Giurgiu.

The Moldova Veche Port has three berths for general goods with the length of 300 m, two berths for wood and general goods with the length of 160 m and one passenger berth with the length of 100 m. The Port has a runway with the length of 400 m, where two cranes of 5 tf x 32 m operate.

The Moldova Veche Port does not have a terminal specialised for fertilizers, but general terminal for goods. The operated goods within the Port are: fertilizers, cereals, oilseeds, oils, fats, wood, solid fuels, building materials, transport material.

The operators of the Port are: SCEP Drobeta SA Orsova and Tehnosteel Vest SRL.

The Port has connexion to the national road system.

B. Volume transited
The traffic in the Moldova Veche Port in 2012 recorded 26,563 tonnes, out of which:
-          1,207 tonnes of chemical and natural fertilizers
-          13,857 tonnes of cereals
-          929 tonnes of oilseeds, oils and fats
-          3,997 tonnes of wood
-          1,061 tonnes of solid fuels
-          5,212 tonnes of lime, cement and building materials
-          300 tonnes of transport material


1.2. Orsova Port
A. Capacity
The Orsova Port is a Danube river port located in the Mehedinti county. The Port has the surface of some 51,000 sqm. Its authority is the National Company of River Danube Ports Administration Giurgiu - Compania Nationala Administratia Porturilor Dunarii Fluviale Giurgiu.

The Orsova Port has inclined quays with the length of 100 m and vertical quays with the length of 500 m. Also, it has a terminal for passengers.

The Orsova Port does not have a terminal specialised for fertilizers, but general terminal for goods. The operated goods within the Port are: fertilizers, cereals, wood, raw mineral products, iron ore, iron scrap, solid fuels, oil products, gas, metals, metal products.

The Port’s operator is SCEP Drobeta SA Orsova.
The Operator has the storage capacity for bulk products of approximately 4,000 tonnes in the Orsova Port. Thus, the Operator is not able to store the quantities specified by the Client, of 5,000 / 10,000 tonnes of bulk fertilizers.

The Port has connexion to the national road network.

B. Volume transited
The traffic in the Orsova Port registered 183,772 tonnes in 2012, out of which:
-          67,196 tonnes of chemical and natural fertilizers
-          36,469 tonnes of cereals
-          31,391 tonnes of wood
-          1,744 tonnes of raw mineral products
-          22,695 tonnes of iron ore and iron scrap
-          17,796 tonnes of solid fuels
-          475 tonnes of oil products and gas
-          4,696 tonnes of metals (ferrous and non-ferrous)
-          1,310 tones of metal products


1.3. Drobeta Turnu Severin Port
A. Capacity
The Drobeta Turnu Severin Port is a Danube Port with the surface of approximately 140,000 sqm, located in the Mehedinti county. The authority of the Port is the National Company of River Danube Ports Administration Giurgiu - Compania Nationala Administratia Porturilor Dunarii Fluviale Giurgiu.

The Drobeta Turnu Severin Port is able to accommodate barges of up to 3,000 tonnes. The Port has vertical quays for commercial berths with the length of 300 m, inclined quays for waiting berths of 420 m and inclined quays for winter berths of 365 m. One crane of 5 tf x 32 m and two cranes of 16 tf x 32 m operate within the Port.

 The Drobeta Turnu Severin Port has the commercial traffic capacity of 725,000 tonnes per year.

The Drobeta Turnu Severin Port does not have a terminal specialised for fertilizers, but general terminal for goods. The operated goods within the Port are: fertilizers, cereals, oilseeds, oils, fats, raw mineral products, ore, iron scrap, oil products, gas, building materials, metals, metal products. OMV has an oil terminal within the Drobeta Turnu Severin Port.

The Port’s operator is the company Trans Europa Port SA Galati.
The Operator has the storage capacity of 3,000 tonnes of bulk fertilizers in the Drobeta Turnu Severin Port. Thus, the Operator is not able to store quantities of 5,000 / 10,000 tonnes of bulk fertilizers, as specified by the Client.

The Port has connexion to the national road and railroad networks

B. Volume transited
The traffic in the Drobeta Turnu Severin Port in 2012 recorded 371,826 tonnes, out of which:
-          16,471 tonnes of chemical and natural fertilizers
-          21,681 tonnes of cereals
-          4,782 tonnes of oilseeds, oils and fats
-          108,995 tonnes of raw mineral products
-          23,869 tonnes of iron ore and iron scrap
-          182,437 tonnes of oil products and gas
-          5,966 tonnes of lime, cement and building materials
-          5,639 tonnes of metals (ferrous and non-ferrous)
-          1,986 tones of metal products


1.4. Calafat Port
A. Capacity
The Calafat Port is a Danube Port with the surface of approximately 51,000 sqm located in the Dolj county. The authority of the Port is the National Company of River Danube Ports Administration Giurgiu - Compania Nationala Administratia Porturilor Dunarii Fluviale Giurgiu.

The Calafat Port has storage platforms on a surface of 11,000 sqm.

The Port has the traffic capacity of 270,000 tonnes per year. It is able to accommodate barges of up to 2,000 tonnes.

The Port has berths for goods with the length of 350 m, an operational front of 100 m and a berth for passengers with the length of 100 m. Two cranes of 5tf x 32 m operate within the Port.

The Calafat Port does not have a terminal specialised for fertilizers, but general terminal for goods. The operated goods within the Calafat Port are fertilizers, cereals, oilseeds, oils, fats, metal products.

The operators of the Calafat Port are: SCEP Drobeta SA Orsova and Cerealcom Dolj SA.

The Port has connexion to the national road and railroad networks.

B. Volume transited
The traffic in the Calafat Port in 2012 recorded 51,367 tonnes, out of which:
-          1,821 tonnes of chemical and natural fertilizers
-          44,485 tonnes of cereals
-          4,416 tonnes of oilseeds, oils and fats
-          645 tones of metal products


1.5. Giurgiu Port
A. Capacity
The Giurgiu Port is a Danube Port located in the Giurgiu county. The authority of the Port is the National Company of River Danube Ports Administration Giurgiu - Compania Nationala Administratia Porturilor Dunarii Fluviale Giurgiu.

The Giurgiu Port has three sections: Ramadan Sector, Veriga Basin and Plantelor Basin.

The Port is able to accommodate barges of up to 2,000 tonnes.

The Ramadan Sector has platforms with the storage surface of 8,000 sqm. It has the traffic capacity of 435,000 tonnes per year. One crane of 5 tf x 32 m and one crane of 16 tf x 32 m operate within the Ramadan Sector. The Sector has inclined quays with the length of 1,100 m.

The Veriga Basin has the length of some 1,000 m.

The Plantelor Basin has platforms with the storage surface of 29,000 sqm. It has the traffic capacity of 1,320,000 tonnes per year. The Basin has 12 berths. Two cranes of 5tf x 32 m and three cranes of 16 tf x 32 m operate within the Basin.

The Giurgiu Port does not have a terminal specialised for fertilizers, but general terminal for goods. The Port operates fertilizers, cereals, oilseeds, oils, fats, raw mineral products, oil products, gas, building materials, metals, metal products, containers.

The Port’s operators are SCAEP Giurgiu Port, Dunapref SA, CNF Giurgiu Nav SA.

The Operator SCAEP Giurgiu Port does not have spaces able to store bulk fertilizers in the Giurgiu Port. It does not have closed storage spaces, only open storage spaces in the Port. The Operator CNF Giurgiu Nav SA is not able to store bulk fertilizers in the Giurgiu Port

The Giurgiu Port has connexion to the national road and railroad networks.

B. Volume transited
The traffic in the Giurgiu Port in 2012 recorded 301,362 tonnes, out of which:
-          56,649 tonnes of chemical and natural fertilizers
-          55,293 tonnes of cereals
-          14,819 tonnes of oilseeds, oils and fats
-          100,202 tonnes of raw mineral products
-          409 tonnes of oil products and gas
-          19,149 tonnes of lime, cement and building materials
-          18,718 tonnes of metals (ferrous and non-ferrous)
-          20,749 tones of metal products
-          15,374 tonnes of containers


1.6. Oltenita Port
A. Capacity
The Oltenita Port is a Danube Port located in the Calarasi county. It has the built surface of 9,600 sqm. Its authority is the National Company of River Danube Ports Administration Giurgiu - Compania Nationala Administratia Porturilor Dunarii Fluviale Giurgiu.

The Oltenita Port is able to accommodate ships of up to 2,000 tonnes.

The Port has four mooring ramps for the transport of the oversized pieces, an inclined quay of 200 m (non-operative front) and an inclined quay for goods loading / unloading of 300 m. Three cranes of 5 tf x 32 m operate within the Port.

The Oltenita Port does not have a terminal specialised for fertilizers, but general terminal for goods. The Port operates fertilizers, cereals, oilseeds, oils and fats, raw mineral products, oil products, gas, metal products, transport material.

The operators of the Port are SCAEP Giurgiu Port and TTS SA Bucuresti.

The Port has connexion to the national road and railroad networks.

B. Volume transited
In 2012, the traffic in the Oltenita Port registered 609,636 tonnes, out of which:
-          2,344 tonnes of chemical and natural fertilizers
-          189,217 tonnes of cereals
-          14,404 tonnes of oilseeds, oils and fats
-          401,404 tonnes of raw mineral products
-          1,125 tonnes of oil products and gas
-          970 tonnes of metal products
-          172 tonnes of transport material


1.7. Cernavoda Port
A. Capacity
The Cernavoda Port is a Danube Port with the surface of approximately 130,000 sqm located in the Constanta county. Its authority is the National Company of River Danube Ports Administration Giurgiu - Compania Nationala Administratia Porturilor Dunarii Fluviale Giurgiu.

The Cernavoda Port has a berth for oil products, commercial berths and passenger berths. The Argos Shipyard has activities in the Cernavoda Port. Two cranes of 5 tf x 32 m and one crane of 16 tf x 32 m operate within the Port.

The Cernavoda Port does not have a terminal specialised for fertilizers, but general terminal for goods. The operated goods within the Cernavoda Port are fertilizers, oil products, wood, raw mineral products.

The operators of the Cernavoda Port are the companies Dobroport SA and Argos SA.

The Port has connexion to the national road and railroad networks.

B. Volume transited
The traffic in the Cernavoda Port in 2012 recorded 436,684 tonnes, out of which:
-          2,830 tonnes of chemical and natural fertilizers
-          22,267 tonnes of wood
-          411,587 tonnes of raw mineral products


1.8. Braila Port
A. Capacity
The Braila Port is a Danube Port with the total surface of approximately 400,000 sqm located in the Braila county. The authority of the Braila Port is the National Company of Maritime Danube Ports Administration Galati - Compania Nationala Administratia Porturilor Dunarii Maritime Galati.

The Braila Port includes the Harsoaia Port, the Turcoaia Port, the Macin Port and the Gura Arman Port.

The Braila Port is able to accommodate ships of up to 18,000 TDW. It has 25 operation berths.

The Braila Port does not have a terminal specialised for fertilizers, but general terminal for goods. The Port operates fertilizers, cereals, general goods, oil products, timber, ballast products etc.

The Port’s operators are the following companies: Hercules SA Braila, Trans Europa Port SA Galati, Cerealcom SA Braila and Romanel SA Braila.

The Operator Hercules SA Braila is able to store quantities of 5,000 - 10,000 tonnes of bulk fertilizers in the Braila Port, but, at present, all the Operator’s spaces are rented for the storage of cereals. The Operator has long-term partnerships with various companies in the cereals sector. The Romanian production of cereals is very good this year so, most probably, the Operator’s storage surface in the Braila Port will be rented to companies in the cereals field until the end of 2013. Therefore, the Operator was not able to provide a quotation for the storage of bulk fertilizers.

The Operator Trans Europa Port SA Galati is able to store quantities of 5,000 - 10,000 tonnes of bulk fertilizers in the Braila Port. At present, all the Operator’s spaces in the Braila Port are rented until the end of September 2013. Therefore, the Operator declined to provide a quotation for the storage of bulk fertilizers.

The Braila Port has connexion to the national road and railroad networks.

B. Volume transited
The Braila Port recorded the traffic of 2,172 thousand tonnes in 2012, out of which 1,819 thousand tonnes of river traffic and 353 thousand tonnes of maritime traffic. The Port registered the traffic of 1,525 ships in 2012.


1.9. Galati Port
A. Capacity
The Galati Port is a Danube Port with the surface of approximately 870,000 sqm located in the Galati county. The authority of the Galati Port is the National Company of Maritime Danube Ports Administration Galati - Compania Nationala Administratia Porturilor Dunarii Maritime Galati.

The Galati Port includes the Docuri Port, Bazinul Nou Port and Mineralier Port.

The Galati Port has 56 operation berths. It is able to accommodate vessels of up to 25,000 TDW.

The Galati Port does not have a terminal specialised for fertilizers, but general terminal for goods. The Port operates fertilizers, chemical products, cereals, general goods, ore, steel products, limestone, timber, laminated products.

The Galati Port’s operators are the following companies: Port Bazinul Nou SA Galati, Port Docuri SA Galati, Romportmet SA Galati, Trans Europa Port SA Galati and Unicom Oil Terminal SA Galati.
Initially the Operator Port Bazinul Nou SA Galati was pending to provide the quotation. After carefully analysing the situation in the Galati Port, the Operator declared that, currently, it does not have enough available spaces to store 5,000 - 10,000 tonnes of bulk fertilizers. In the case of long-term orders, the Operator is able to store approximately 3,000 tonnes of bulk fertilizers and its quotation is as follows:
-          Ship uploading and carrying to warehouse: 3.50 EUR / tonne
-          Loading from warehouse to barge: 3.50 EUR / tonne
-          Storage: 0.50 EUR / tonne / ten days (the first ten storage days are free of charge; the storage period: maximum 30 days)

The tariffs do not include VAT

The other port operators are not able – for various reasons – to store fertilisers this year.
The Galati Port has connexion to the national road and railroad networks.

B. Volume transited
The Galati Port recorded the traffic of 3,989 thousand tonnes in 2012, out of which 2,672 thousand tonnes of river traffic and 1,317 thousand tonnes of maritime traffic. The Port registered in 2012 the traffic of 1,725 ships.


1.10. Constanta Port
1. Capacity
The Constanta Port is a Black Sea Port and a Danube Port (the connection with the Danube river is made through the Danube - Black Sea Canal), located in the Constanta county. The Port covers 3,926 hectares, out of which 1,313 hectares on land and 2,613 hectares on water. The authority of the Constanta Port is the National Company of Maritime Ports Administration Constanta - Compania Nationala Administratia Porturilor Maritime Constanta.

The Constanta Port has an operation capacity of approximately 120 million tonnes per year. The Port has 156 berths, out of which 140 berths are operational. The Port is able to accommodate tankers with the capacity of 165,000 dwt and bulk carriers with the capacity of 220,000 dwt. The Port’s facilities allow the accommodation of any type of river vessel.

The Constanta Port has a terminal specialised for fertilizers and chemical products. It has the storage capacity of over 100,000 tonnes and the operation capacity of 4.2 million tonnes per year. The terminal has ten berths with depths up to 13.5 m. The terminal is able to accommodate vessels of up to 30,000 dwt and has the total operation capacity of 30,000 tons of phosphates.

The companies Chimpex, TTS Operator, Socep are operators of fertilizers and chemical products in the Constanta Port. They have areas dedicated for the operation and the storage of fertilisers and chemical products.

The Operator Chimpex is able to store quantities of 5,000 - 10,000 tonnes of bulk fertilizers in the Constanta Port, but all its spaces are rented for the storage of cereals for the next period. Therefore, the Operator did not provide a quotation for storage of bulk fertilizers.

The Operator Socep is able to store quantities of 5,000 - 10,000 tonnes of bulk fertilizers in the Constanta Port and it provided the following quotation:

Trans-shipment:
-          indirect trans-shipment (ship - storage space): 2.50 EUR / tonne
-          indirect trans-shipment (storage space - auto/railway): 2.50 EUR / tonne
-          indirect trans-shipment (storage space - barges): 2.50 EUR / tonne

Storage:
-          for quantities of 5,000 - 10,000 tonnes: 3,000 EUR / one week
-          for quantities < 5,000 tonnes: 1,700 EUR / one week

The storage period is calculated starting with the land discharging day to the takeover day.

Optional operations:
-          Wagon weighing: 8 EUR / wagon
-          Tax for wagon maneuvers in port, tax for maneuvers for railways: 18 EUR / wagon

For operation in direct trans-shipment, the vessel length must not exceed 16 m.

The tariffs do not include VAT and the customs taxes.


The Port has connexion to the national road and railroad networks.

B. Volume transited
The total traffic in the Constanta Port in 2012 was of 50,584,662 tonnes, up by 10% compared to 2011. The traffic in 2012, by type of goods, was as follows:
-          Natural and chemical fertilizers: 2,153,597 tonnes
-          Cellulose and waste paper: 25,832 tonnes
-          Cement, lime, prefabricated materials for constructions: 547,769 tonnes
-          Cereals: 12,628,340 tonnes
-          Chemical products from coal and tar: 131,411 tonnes
-          Coal, coke: 3,504,331 tonnes
-          Crude oil: 5,042,697 tonnes
-          Food stuff and animal feed: 497,245 tonnes
-          Glassware and ceramic products: 64,588 tonnes
-          Iron ores, scrap: 6,888,094 tonnes
-          Leather, textiles, clothes and other products: 172,811 tonnes
-          Livestock, sugar beet: 49,245 tonnes
-          Machines, transport equipment: 369,418 tonnes
-          Metal products: 1,871,458 tonnes
-          Metalware: 2,833 tonnes
-          Miscellaneous: 6,958,497 tonnes
-          Non-ferrous ores and scrap: 2,643,509 tonnes
-          Oil products: 3,999,621 tonnes
-          Oil seed, oleaginous fruits and fats: 736,300 tonnes
-          Other chemical products: 1,029,540 tonnes
-          Potatoes, other fresh or frozen fruits and vegetables: 20,604 tonnes
-          Raw or processed minerals: 318,400 tonnes
-          Wood and cork: 928,522 tonnes


2. Ports’ ownership and lease

The infrastructure of the Ports in Romania is owned by the Romanian State.

Through Government Decisions, the Romanian State established National Companies that activate as port authorities in charge to perform activities of national public interest. These are: National Company of Maritime Ports Administration Constanta - Compania Nationala Administratia Porturilor Maritime Constanta (CN APM), National Company of River Danube Ports Administration Giurgiu - Compania Nationala Administratia Porturilor Dunarii Fluviale Giurgiu (CN APDF) and National Company of Maritime Danube Ports Administration Galati - Compania Nationala Administratia Porturilor Dunarii Maritime Galati (CN APDM).

The Ministry of Transport leases the Ports’ areas to these National Companies. The National Companies rent the Ports’ surfaces to private operators.


The Port Operators rent the storage spaces within the Ports to importers and exporters of chemical fertilizers and other products. The storage spaces are rented for a few days and not for long periods. The rent prices for the storage of chemical fertilizers are calculated based on the quantities, package, number of storage days.
